Purpose/scope
The purpose of this standard is to provide the learner with the knowledge and skills in familiar and less familiar contexts connected with construction education and training or social roles at levels 2 and 3
to support the following:
- speaking and listening
- reading
- writing
Learner pre-requisites
An ability to apply communication skills in familiar contexts, some of which are formal and connected with education, training, work or social roles, would be beneficial
Learners must be enrolled on an ACW Construction 2022 (FR05070) apprenticeship framework
Instruction/ supervision
As a minimum, course trainers must be able to demonstrate that, in relation to this standard, they have:
- an award in education and training (or equivalent, as per requirements for approved training organisations)
- at least 2 years of industry experience relevant to the scope of the standard
- a verifiable CV
Delivery
All materials and equipment must be of a suitable quality and quantity for learners to achieve learning outcomes and must comply with relevant legislation
The learning environment, class size and learner/trainer ratio must allow training to be delivered in a safe manner and enable learners to achieve the learning outcomes
The following delivery methods may be used in the delivery of this standard:
- a blend of face to face, virtual and e-learning (independent learning using an on-line platform)
This standard is predominately practical training
This standard is set at an intermediate level
Assessment
Formally assessed
Pass criteria for this standard:
- ‘pass’ or above in all Construction (Level 3) assessments found on Skills for Wales website and
- successful completion of learning outcome b, the agreed speaking and listening task
Resits are permitted
- see Construction Level 3 documents on Skills for Wales website for resit rules
- no limits for the speaking and listening task
Quality assurance
Assured
Quality assurance against this standard will require initial approval of the training organisation and their content mapped to the standard.
CITB will also conduct an approval intervention, either desk-based or centre visit, to ensure the training organisation can meet the requirements of the training standard.
Approved training organisations (ATOs) will be required to present information on records of training and assessment upon request to CITB for desk-based analysis. They will also be visited annually by the CITB quality assurance team.

Assessment
Learners will achieve this learning outcome through the demonstration of the following aspects of the Construction (Level 3) qualification:
- Unit 302, LO2.2
- Unit 305, LO1 and LO4
- Unit 305, LO3 and LO5
Learners will demonstrate these aspects in their successful completion of Construction (Level 3) assessment components:
- on-screen testing
- practical project planning, performance and reviewing
- professional discussion
b. give a talk or presentation
Delivery guidance:
The learner will be supported to develop their skills through their understanding of
how to:
- prepare for discussion and talk or presentation in order to say things and provide information that is relevant to the subject and purpose of the discussion and talk or presentation
- speak clearly in a way suitable for subject, purpose, audience and situation
- keep to the subject of the talk or presentation
- structure the talk or presentation in a logical sequence to help the audience follow a line of thought or series of events
- summarise information from reading and from other sources to suit purpose
- use a variety of ways to support the main points of the talk or presentation
- use varied vocabulary and expressions to suit purpose
- provide further detail and development to clarify or confirm understanding
- use appropriate strategies including language and non-verbal communication to support speech
- confirm that listeners understand meaning
Assessment:
Learners will achieve this learning outcome by giving a talk or presentation as set out in the design principles for the Essential Skills Wales suite of qualifications, which meets the following specification:
- the task must require learners to prepare for, and deliver, a talk or presentation of at least four minutes to an audience of least three people
- the task must require learners to provide evidence of research
- the task should not be heavily dependent on additional reading and research
- to pass this assessment learners must demonstrate each of the elements in the delivery guidance for learning outcome b
- the task must provide opportunity for questions from the audience to be posed
- the task must require learners to include an image or other support materials which will enhance the talk or presentation and help the audience’s understanding
- the task provided does not need to specify the topics or themes for the talk or presentation but may offer suggestions and guidance

c. understand and respond to spoken language on different topics and in different contexts and speak to communicate information, feelings, opinions and questions

- communicate effectively with others, including clients, employers, colleagues and with other stakeholders throughout built environment projects

Learners will achieve this learning outcome through the demonstration of the following aspects of the Construction (Level 3) qualification:
- Unit 302, LO2.1 and LO2.2
- Unit 305, LO1 and LO4
- Unit 305, LO3 and LO5
- Unit 304, LO1, LO3 and LO5
Learners will demonstrate these aspects in their successful completion of Construction (Level 3) assessment components:
- on-screen testing
- practical project planning, performance and reviewing
- professional discussion
d. read, understand and summarise information independently

- plan the work required to complete tasks
- conform to measures supporting health, safety, welfare and security

- Unit 305, LO3 and LO5
- Unit 303, LO1
- Unit 304, LO1, LO3 and LO5

- practical project planning, performance and reviewing
- professional discussion
e. write documents that communicate different information to different audiences
