Sector Skills Plan Investment
What is the intent of the investment?
The Sector Plan initiative has been created to allow CITB and the industry to support the identified skills needs of each sector. Industry representatives are brought together to strengthen and add to the existing skills requirement evidence base through the Sector Skills Advisory Groups. The investment will work alongside the Sector Skills Plans to ensure key initiatives can be delivered for the benefit of the sector and the wider construction industry. The role of the Sector Skills Advisory Group is to come to an agreement about how to prioritise additional investment in the sector, so proposals will be agreed through this group and be subject to CITB internal processes to ensure value for money.
Who can be involved in Sector Skills Advisory Groups (SSAG)
SSAGs are made up of employers, Trade Federations, Universities, Colleges and other stakeholders, chaired by a recognised sector expert and facilitated by the CITB team. There is no restriction on who can be involved in the groups; however, the Sector Skills Advisory Group is responsible for determining priorities and submitting requests for investment to CITB. If you want to get involved with a group, please make contact with the relevant CITB representative noted below.
How much investment is available?
Each Sector Skills Plan has an allocated budget for the entire plan which covers the period 2024 to 2028. It is up to the Sector Skills Advisory Group to determine how that investment is used within their plan. CITB will assess the value for money that this represents for the industry.

How to make a proposal
Each Sector Skills Advisory Group will develop a Sector Skills Plan. If you have an idea which addresses industry needs, please get in touch with the appropriate CITB representative for the relevant Sector Skills Advisory Group to discuss your idea. The CITB representatives are:

What happens next?
Assessing proposals
Once the Sector Skills Advisory Group has accepted your proposal to be included as part of the sector’s plan an investment proposal will need to be submitted. The CITB representative for the relevant Sector Skills Advisor Group will support you through this process.
Please note, the progression of your proposal to the application stage is not a guarantee of funding.
Investment decisions
Investment decisions will be communicated as soon as possible once the assessment is complete. We may contact you during the assessment period to obtain additional information.
Monitoring and evaluation
All investments made through Sector Plan interventions with be monitored and evaluated during and following delivery.
Publicity and Communications
We may wish to publish details of your project on our website once funding has been approved.
We may ask to work with you to develop press releases, case studies or promotional videos relating to your programme either during delivery, or upon completion.
