National Construction College (NCC) & Apprenticeships Committee

The National Construction College & Apprenticeships Committee provides strategic oversight of training provision delivered directly by the College, and of CITB’s wider apprenticeships offer across England, Scotland and Wales.

  • The NCC & Apprenticeships committee is established to support the Board in the delivery of its responsibility to ensure oversight of the curriculum, quality and delivery of the training provision, the learner experience learner Safeguarding and wellbeing, Health & Safety, resourcing, and the funding and regulatory compliance of CITB’s National Construction College and Apprenticeships provision.
  • To monitor and review the delivery, quality and impact of CITB’s Apprenticeships provision in England, Scotland and Wales, and to provide assurance to the Board regarding funding and regulatory compliance activities and offer recommendations to the Board as to future direction of this provision.
  • In making decisions and recommendations the Committee will have regard to all relevant legal and regulatory requirements together with guidance and best practice in skills training, education and Safeguarding.

Tony Elliott - Group HR Director, Robertson Group

Tony Elliott is a highly respected HR leader with over 25 years of expertise in talent management, people development, and organizational learning. As the Group HR Director at Robertson Group, one of the UK’s largest privately-owned construction and infrastructure services companies, Tony plays a pivotal role in shaping the company’s strategic vision and fostering a culture of continuous growth. He is passionate about unlocking the potential of both existing and new talent within the construction industry, ensuring that its workforce remains skilled, adaptable, and future-ready.

Throughout his career, Tony has been a driving force behind initiatives that elevate the construction sector. His leadership extends beyond Robertson Group, having served as a Trustee on the CITB Board and as Deputy Chair of the CITB Scotland Nation Council from 2020 to 2024. Prior to that, he was the inaugural Chair of the Council from 2018 to 2020. During his tenure as a CITB Trustee, Tony was instrumental in establishing the National Construction Colleges & Apprenticeship Committee, a key initiative in the development of CITB Construction Colleges. His commitment to advancing skills and creating career pathways continues to shape the future of construction, leaving a legacy of positive change in the industry.

Jawahar Hingorani - Business Strategy & Sustainability Consultant

Jawahar is an independent consultant who provides business strategy and sustainability advisory consultancy services to businesses, with a specific focus on SMEs. He has written extensively on climate reporting standards (CSRD, ISSB, TCFD), EU sustainable finance policy, and has provided insights to institutional investors on sustainability trends in infrastructure, industrials and green technology.

With a professional career that spans over 35 years, Jawahar has spent the last 20 years in equity and sustainability research, and prior roles in consulting and corporate management. Most recently, as Associate Director and ESG Analyst at HSBC, he led the integration of ESG considerations into equity research across Europe, with a focus on global sustainability regulations, low-carbon transition strategies and circular economy themes. Prior to this, he held research roles at Bloomberg Intelligence, S&P Capital IQ, and as an independent analyst and writer authored reports on ESG, sustainable finance, and electronic payments for PYMNTS.com and Sustainable Growth Voice.

Jawahar holds an MBA in Corporate Finance and a BSc in Electrical Engineering. He also holds a CFA UK Level 4 Certificate in ESG Investing, and a Certificate in CSRD Reporting from the Corporate Governance Institute. He is passionate about sustainability, and brings analytical rigor, cross-sector insight and a deep commitment to workforce transformation in support of a more sustainable built environment.

Nicola Bird - COO, K W Bell Group and CEO, AccXel Construction School

Nicola Bird is the Chief Operating Officer (COO) of K W Bell Group and the Founder & Chief Executive Officer (CEO) of AccXel Construction School. As COO, Nicola leads commercial growth and operational performance across the Group’s residential development, groundworks, civil engineering, and plant hire businesses. Through AccXel, she is responsible for delivering innovative, industry-led construction education and training programmes that address sector skills shortages and support workforce development.

A third-generation leader within her family’s business, Nicola began her career in 2006 and has worked across a range of operational, health & safety, and strategic leadership roles before becoming Director in 2018 and COO in 2024. In 2022, Nicola launched AccXel Construction School after securing £1.96m in UK Government funding. The centre has since become nationally recognised for its pioneering approach to construction education, championing inclusivity, social mobility, and future skills development.

Nicola sits on the Gloucestershire Economic Growth Board (GEGB), representing the construction sector and helping to shape strategic priorities for inclusive, long-term economic development across the county. She is also Chair of the Forest Economic Partnership (FEP), where she brings together businesses, councils, and communities to drive sustainable local growth with a strong focus on education and skills. In addition, Nicola is a member of the CITB Training Provider Network Leadership Group and a proud Patron of Listening Post, a counselling charity she actively supports to promote mental health across the construction industry.
