Overview
Following our Business Plan, our Nation Plans set out what activities CITB will focus on in England, Scotland and Wales to support the construction industry to have a skilled, competent and inclusive workforce, now and in the future.
And like our Business Plan, the Nation Plans focuses on tackling three key priority areas:
- Improving construction’s people pipeline
- Creating defined training pathways
- Delivering an efficient training supply

People Pipeline
Attracting new entrants to construction, by:
- Increasing the number of SkillBuild competitors by 5%
- Increasing the number of Go Construct STEM Ambassadors to 1,000
- Reaching 490 new businesses and 1,100 unique individuals through the FIR commission
- Establishing a commission to support apprentices’ mental health
- Promoting the Talentview recruitment platform
- Delivering 12,500 taster experiences
Our goals
- 4% increase in the number of people accessing CITB careers support
- 381 new apprenticeship starts at the National Construction College (NCC)
- 15% increase in people in sustained employment through onsite hubs
- 2,073 people supported into employment from further education
Training Pathways
Ensuring training delivers the skills needed, by:
- Producing nine qualification and training pathways
- Facilitating four new competence frameworks
- Continually updating standards
Our goal
- 20% of additional industry skills demand covered by agreed competence and training pathways
Training Supply
Putting the right training in the right place, by:
- Expanding our network of recognised training providers
- Increasing the number of people trained at the NCC by 7%
- Providing up to 37,000 leadership and management training courses
- Investing in Training Groups and the Employer Network
Our goals
- 5% increase in CITB training support accessed by employers
- 4% increase in individuals trained or supported

Nation Plan: Wales - highlights
People Pipeline
Attracting new entrants to construction, by:
- Delivering See Your Site initiatives to young people
- Delivering Women into Construction events to girls in Years 7, 8 and 9
- Participating in Build UK’s Open Doors events
- Reaching 800 learners through National Apprenticeship Week events
- Growing the number of Go Construct STEM Ambassadors to 55
- Growing the CSR Network to 62 members
Our goals
- 10% increase in See Your Site participation
- 20 learners taking part in Site Carpentry Traineeships
- 10% increase in entries to skills competitions
Training Pathways
Ensuring training delivers the skills needed, by:
- Implementing the Industrial Building Treatment Apprenticeship Framework
- Developing new degree level apprenticeships
- Revising and developing training standards
Our goals
- Degree apprenticeships ready by September 2024
- Employers prepared for the new Apprenticeship Frameworks
Training Supply
Putting the right training in the right place, by:
- Recruiting two New Entrant Support Advisors
- Improving awareness of CITB grants and funding
- Delivering a complete solution for specialist niche apprenticeship training
Our goals
- Deliver 20 niche apprenticeships
- New apprenticeship provision for groundworks, roofing and floor laying
- 10% increase in employers accessing training via Training Groups and the Employer Network

Nation Plan: Scotland - highlights
People Pipeline
Attracting new entrants to construction, by:
- Recruiting and supporting Modern Apprentices via our managed agency
- Linking Go Construct through to My World of Work
- Increasing awareness of FIR initiatives
- Increasing the number of SkillBuild competitors by 5%
- Widening the talent pool through taster experiences
Our goals
- 4% increase in taster opportunities available
- 1,500 CITB apprenticeship starts
- 3% increase in apprenticeship completion rates
- £30m investment into Scottish apprenticeships
- 5% increase in visits to Go Construct
Training Pathways
Ensuring training delivers the skills needed, by:
- Clearly setting out the routes to competence
- Collaborating with Skills Development Scotland’s review of apprenticeships
- Putting clear, agreed industry standards in place
Goals
- Nine new training and qualification pathways, covering 20% of Scotland’s additional skills demand
- Complete the five-year cyclical review of all standards by the end of 2024
Agree four new competence frameworks
Training Supply
Putting the right training in the right place, by:
- Delivering significant investments at NCC Inchinnan
- Improving the quality of leadership and management skills across construction
- Establishing a network of recognised training providers
Goals
- Increase the number of people trained at NCC Inchinnan by 7%
- Deliver ILM Level 3 qualifications across Scotland
- A new Employer Network pilot in Dundee and Angus
